They use directional antennas and triangulation.
They can also use SDR (software defined radios).. which let them analyze what time the signal arrives at the receiver in the region.
Then there's the FCC themselves and there's like a volunteer network as to find them.
They don't mess around as I said. They take it all very serious. So if you don't have a license just listen and avoid the hassles.
(Also I'm no expert and I'm just referencing what I know. I'm sure you can find more info watching a YouTube video or reading an article.. But this is the jist of how it goes down.)
forget the dmr part unless you have a few hours to set it up and would want to say hi to strangers
*an amateur radio license is required to transmit on this radio unless it's an emergency. Encryption on amateur/ham frequencies is illegal.
