Technically they're different. Certified refurbished means they were used and possibly sent in to Corsair for RMA. Amazon resale is usually open-box customer returns. I'm not sure which will have the better warranty.
I've got a Brand new one of these at home that I couldn't get rid of for like 30 bucks on Facebook or OfferUp, never even installed it I just went to a thousand watt. People on local sites want it for $10…

I'd stay away from Resale. If it is Manufacturer Refurbished , is safer bet for me. Had bad experience with Amazon resale. Got a logi mouse as resale, was used and it didn't track accurately. Eventhough purchase was in warranty period Logi refused to fix it. I was able to return to Amazon, but it was just waste of time.
Considering the PSU is central component of your PC, if anything goes wrong you can burn your whole computer. Never cheap on PSU. Just my 2 cents.

Opposite experience for me. I bought an nzxt gold 750w from Amazon resale for ~$30 - came brand new and has been flawless for 3 years.
You're not wrong, don't cheap out on a PSU, but if you're buying a solid brand like Corsair and not a low end model, the risk is very low. Really hard to fry components these days unless you plug in something in a way it literally won't go. They usually just die.

Resale is quite literally untested Amazon returns and trade-in. Not worth the gamble. Buy refurb from them directly if you want the deal.
Who has an easier return process? I'm literally trying to decide between keeping the Amazon Resale version (easy enough for me to test myself) or cancelling and getting the refurbished one from Corsair, though it's been $8 less as recent as last month..

Are you guaranteed to get all the cables with the amazon one? Probably not. I would go with ebay one probably - 2 years warranty. Amazon one will say used on the invoice so good luck getting a warranty unless company expressly allows rma for a used product, which is very rare these days. For $3 more, i would go RM850x probably. According to AI this is the diff:

Corsair is extremely strict for warranties. They don't even talk to you without an invoice from my experience. If it's an Amazon resale product, they do not honor the warranty either.

What's crazy is where I am at Idaho people expect full retail +10% cost for an item ..... Lol it will sit there for weeks I make reasonable offer (66%) ish depending on sale ... Still sit for weeks then for the hell of it I check... It's still available... I already found 6 better deals in stores for same item I would have for for 30-45

I can't even count how many parts I've had to return from Amazon Resale. I won't order motherboards from them anymore. No way I'd order a PSU from them. It's almost guaranteed to be defective - it was returned for a reason.

You can almost be guaranteed NOT to get all the cables from Amazon resale. You might not even get the right version of the PSU!
As much as you know that refurb one from Corsair direct on Ebay was likely returned to them for whatever reason, you know that their techs know what cables are supposed to come in the box.
Amazon's people have no idea what's supposed to be in them, and they definitely don't check to make sure they're working either.
I've ordered three of the RM1000e's from Amazon resale. None of them came with all the cables. None of them came with the 12v 2x6 GPU cable that is the whole point of the newer upgraded version. But all were missing 1-3 other cables, too. Some of the cables weren't even from that specific product, since they obviously didn't match the style of the other cables. It can be dangerous to use the wrong cables with the wrong PSU.
Also, none of them were the newest model PSU that I specifically bought for the ATX 3.1 connector. They were all the older model, which retailed for less money.
( I kept returning, to try to eventually get all the cables. After three tries, I managed to get everything except the 12v ATX 3/1 cable, but since it was the older model that didn't have that connector on the PSU itself, I didn't need that cable! Eventually, I gave up trying.)
At this point, I think that most of the resale ones were from people who bought one from them to get the missing cables, then returned them, after keeping a cable or three!

The risk is they don't give u the right cables and put some other random generic ones in. Unfortunately not all PSU modular cables are the same and they can fry your motherboard

I got a used-excellent corsair psu a month ago and boy. Generic box, no extra cables, dusty and didnt even have the pcie power for the gpu. Just buy new at that point
