Here's how my cart appears. Did you watch the 60 second AI video and then click shop now? here's what worked for someone in an August OLED thread...

Steps I followed:
1. Logged in with EPP
3. Selected TV&AV from home -> clicked Samsung Vision AI on the right side (under Discover)
4. watched the video for 1:11, at the end, I saw a message ( Enjoy 10% offal at checkout)
5. Clicked on Shop now
6. URL shows: offers/vision-ai-promo, which means promo did get activated, Navigated to OLED from the ribbon bar and clicked to get to S90F OLED TV link
7. Selected 65" TV and added to check out.

Another SD'er said you have to make sure ALL cookies are enabled on samsung's site.

Samsung limits you to two category items (ex 2x tv's, 2x monitors, etc) per calendar year for their discount program. Unsure if that may be it?

Recommend hitting the chat button on Samsung's site and asking customer support. you might have to say "human" for the ai to forward you. cvg2005 said they got a different link from Samsung so hopefully they still have it.

FWIW, I tried the chat and they told me the offer was expired and did not offer another link despite my asking...
