For more than 2 weeks, I've been seeing this "Your Recommended Offer" on my Spectrum account on the main page, stating "Get FREE Mobile service for 2 years on the most reliable 5G network, included with Spectrum Internet."
I already had one free line with 9 more months remaining. Sales agent saw the promo on my account and said I qualify for the new offer if I add a new line, and the promo would apply within 48 hours. So, we did, and I paid a non-refundable $20 activation fees. but even after 5 days, there was no promo applied to the line. So, called again, and the agent's supervisor confirmed that the previous agent was misinformed and my transaction was a mistake. So, I asked to cancel the line, refunded $20 activation fees and paid prorated use fees for the new line. Fyi - the terms actually state that the free line promo is only for the first/single line per account.
Then, I ported out my only line, called sales, they saw the promo, added a new line with new number (temporary), activation fees waived, and got the line free for two years, with promo reflecting in billing immediately after activation. I could always port back my original number to replace the new spectrum temp number.

Actual speeds (including wireless) vary and are not guaranteed. Activation fee additional; taxes may apply. Free mobile service applies to the first line only, with up to 24 months of bill credits.
