I rather use a hub w/ a variety of ports that has an add'l USB-C port in order to connect a pair of USB-C headphones rather than just USB-C ports only being exclusive to the hub.

Well obviously yes. This is an adapter to charge the device simultaneously. I feel like the name of the product explains that pretty clearly.

So the adapter takes the audio data (0's and 1's aka digital) and outputs analog audio (sound wave signal) to your headphones. You're phone or laptop already have an internal DAC so I'm not sure this is really a feature that matters for anybody. The apple dongle for 3.5mm jacks does the same thing.
