The industry uses 'refurbished' practically at its discretion, and for any number of circumstances.
In a past CIO gig, a major manufacturer fulfilled my order of 800+ desktops, but the manuf shipped me units with CPUs that were a clock-cycle step down from my spec. Still: the units were not what I ordered. I told account sales rep to pick up their still boxed PCs and correct the order. The rep told me, "Since they've reached a customer site, opened or not, we have to sell them as refurbs".
Manuf then asked if I was interested refurb price purchase (with partial refund). I accepted on the condition that manuf reduce unit price another 10% for my employer.

Mine just arrived this morning via FedEx so I can give an update for my experience so far. Package was well done, enough bubble wrap for about 3 laptops. To my surprise they did include a brand new magnetic surface charger which is great as then your usb c can be free and you can still charge. It was a generic one, but works great. The laptop was clean, only a couple of light scratches on the bottom of the laptop, you have to squint to see them. Not a scratch on the touchscreen, probably due to the Corning Gorilla Glass 5. This laptop is really darn good for the price! Boot it up and it connected to my wi-fi and immediately started downloading win 11. This light laptop is very snappy compared to my old gateway which was on its last legs. The build quality on the Surface Laptop is very premium feeling. Where in the description did you infer that from?
The description states "CONDITION:Good Refurbished. Professionally tested, cleaned, and verified to be fully functional. Moderate signs of prior use may be present, including light scratches or scuffs." And even if they did wipe it off and reinst. windows, that's normal with refurbished units.
What else would you call refurbished, otherwise?

Giving it a chance as a laptop for my high schooler. Currently borrowing a surface 4 8gb, so this should be a step up . Hoping battery is decent enough.. says free returns so guess I can return if it's battery life sux? What would be an acceptable battery cycle count for one of these?

No. 11th gen was mediocre. 12th gen is pretty decent. It's the first of what I'd call reasonably modern intel mobile CPUs. 13th and 14th gen even better. The 15th and 16th, not called that anymore, are dramatically better.

This is a deal. I just don't have a use for another machine. Otherwise, yeah, I can see getting this.

Please do not buy anything backed by Allstate "Protection" Plans. My last ebay refurbished Surface Pro had multiple issues - GPU failure/internal camera failure. Allstate refused saying that the seller probably sold a defective unit and they do not cover that.

Just a heads up and I didn't point this out initially, mine shipped with win 10 pro, but before even launching into windows, it auto upgraded to win 11 pro. If you need the i7 then go with this unit, if you can deal with an i5, sure you can save about $20
