As mentioned, it's the name of the particular type of steel used. In this case it's a mid-tier budget steel which is pretty common for low cost knives. It's a step up from something like 440C, but not as good of a budget steel as 14C28N. (Although, opinions vary based on usage.)
The next step up would be your midrange steels like 154CM and VG-10.
Beyond that you get into the premium steels like CPM-S35VN / CPM-S45VN and MagnaCut.
That's not to say it's a bad knife, it's just a mid-tier budget knife that typically sells for $18-25 depending on the retailer. It's pretty rust resistant and will be easy to sharpen, but lose its edge relatively quickly.

This part is wrong. In fact, when Cold Steel got started, 440C was the "supersteel of day."
That being said, the heat treatment and geometry are better guarantors of performance. Factories and brand have significant impact.
What really matters is what kind of performance could a person reasonably expect for a knife that costs less than a Combo Meal?

Some of us get combo meals on discount too. Expectation and what is delivered are also two different things even if we can reasonably generalize, we're on SD because we look to stretch the value for the dollar. That and buy stuff we don't necessarily need.
