It's ul listed, that's what pushed me to buy. It's the criteria I use for when buying lithium powered devices I intend on charging in my house. The Canadian and European standards are good too but the ul is better policed in the us.

Can this Digital Hybrid Charging act as a UPS for a USB device?

--> Yes, it can. I'm not sure what the switchover delay is, but unplugging and replugging the charging cable didn't appear to interrupt the 7w device I was powering.

I really wanted to like this. I got one, wouldn't work on my framework 16 laptop. Got a replacement, same issue. I got the Baseus one, and it doesn't have that issue. Even bought a certified 240w PD 3.1 EPR cable. It would negotiate for one second, then not supply any power. Disappointing to say the least.

bought a couple of these at similar prices. so far they have worked great. just bought the Baseus 25000mAh Power Bank, CCC Certified 145W Laptop Portable Charger for $45 or I'd get another one of these TALIX chargers.

It's kind of wild that they tell you in the product listing that it basically sucks with bad efficiency. >90% efficiency should be possible.
