it's mainly the blade and handle shape and how well it fits a particular use. The word tactical insinuates use in conflicts. Blades that are shorter and stubbier has a tendency to be more useful in a practical utilitarian sense, easier to maneuver around things at low speed, and a bit thicker for push cuts like chopping. Conversely horrible for reach and heavier for chopping makes it horrible for quick directional changes, acceleration and deceleration, blade shape on the tip is generally less pointy as there is no need to puncture and a less pointy tip works better for general use. So tactical simply means it it's parameters and qualities are better suited for conflict and less so for other things like general utilitarian functions.
