The details of this system seem to get the iGPU wrong every time it is posted. The 7640HS has the 760M, not the 780M.

Or would I be better off getting one of those old Dell Optiplex SFF for the expandability of the PCI?

I would recommend you get a sff if can be had for less than 200. It's a bit more expandable and probably more reliable. I do have 2 different firebat units I haven't put to use they. 😭

Yes and it's bad. You need to switch to jellyfin for hw acceleration and ryzen. Works for me though. Plex cannot decode Dolby 5 4K, even with software decoding.

Frigate also supports ryzen through openvino (lol)

This one apparently has an Oculink adapter too (at least from google search)

edit -- looks like we do not have an oculink. It is only 'supported' via m2 adapter.
