This is such nonsense. They make modified sinewave sound like a desirable feature when it's actually the opposite of safe and reliable. It's not safe because it stresses components that have been designed to operate on a standard sinewave, and its not reliable because some devices literally wont even work with such a butchered approximation of mains power.
$18 just means you're paying less for something that wont work with that one device you need it to work with one day, and will contribute to premature component failure on most of the appliances it does work with.
Pure sinewave inverters are much more affordable these days than they used to be so the quicker this market dies the better.
