You are comparing the at the time top of the line U series (small and light) processor to the middle of the road 450. There was no Ryzen 9 in the sub 30 watt category in 2023, so this was it. Which puts the 7840u against the Ryzen AI 9 HX 475 which with the same power limits is 50~% faster on multi core and 10~% on single core.
AMD has definitely taken a break this generation with Gorgon Point, but not so far that 2023=2026 with the same class of processor.
