Maybe other airlines are more picky, but I have never, ever had an airline say that my backpack is too large. And it is a fairly large one that is technically like 3-4 inches longer than it ought to be. Sure, I have a somewhat cramped flight, but I don't want to have a special backpack for just flying.

The domestic US airlines are notoriously lax on this where travelers in Asia and Europe are the ones who are most likely to be denied.

Yeah, I've flown all over the world with large and small backpacks and only once do I remember a flight attendant even remarking that I had a large bag. I pushed what I could down, they haruumphed and wandered off. Heck, the flight I was on last week, we just put it next to us and they looked and walked past.

Ah, good point. Maybe super cheap airlines like frontier might also be a lot more strict. If they can convert your backpack into a carry on for $20 bucks, they might do it.

40l is not a personal item bag. Getting it fit under seat is pretty much impossible.

If you want a personal item bag that is within budget ($50 or less) go with echo hub 28l backpack. You can buy it on Amazon. There are a laptop and no laptop version of the bag.

I personally like echo hub travel line of products.
