You can test this theory out by just signing out of your account (or using a private browser window) and going to the product page to see if the coupon is there. I also tested this theory out by going to some very random/obscure Amazon slickdeal that has a coupon that I know for 100% sure that I never used before on my shadowbanned account. And yup, the coupon wasn't available on my shadowbanned account, even though it was available on my new account. So it isn't even because I used the coupon in the past somehow; the whole account is just banned from getting new coupons.
