FYI...imo, the gold standard in receivers\AVRs (at least without going completely insane price-wise) has always been Denon or Yamaha. Personally, I stick with Denon as I know their models better (at least as of a few years ago lol). They have a wide selection from a few hundred to 1000s cost-wise. Get something that is in your price range and meets your requirements. Try not to fall into the trap of paying for a load of features you will never use. Buy what you can reasonably be expected to use in your setup and in the next 5-10 year range.

As to buying speakers, go by reviews as you will never be able to hear them before you buy unless you know someone who owns a particular model. The days of going to the store and listening to various models are long gone. As to used, nothing you can do but buy from a reputable seller and make sure they are returnable (and since speakers can be heavy, make sure the return shipping isn't on you). Realistically, heavier speakers you will likely need to pickup yourself locally as the shipping costs will make them non-starters.

A. Yes, nothing bad with a used speaker... if it's working. Though it depends on how it was made. If you pick up one 20+ year old set, it may already have parts needing replacing. Others may still be going strong 40+ years later. Speakers with powered sections are another matter. I've had built-in amp after built-in amp fail on me, so only take them in subs now.
B. Can't help you there. I gave up on HT receivers and all the wires a while ago and settled for the soundbar + sub solution. Not ideal, but a necessary compromise in our house.
