If you can stomach another $10 you'll love this so much more.

If that's too much, I listen to this one almost every day as I bike to work and it has a surprising amount of bass given its size:

But that's just about as low as you can go and get a full-fledged outdoor speaker that works for most music without finding a clearance or used sale.

If you're willing to miss some instruments at the low end while still hearing most music well, this fits your price range and isn't too bad:
