where can I access the cookie banner or pop-up?

i glimpsed the cookie banner or pop-up, that asks you what cookies you can use ordata they can collect on you but I was busy and it closed, and I assume if you missed it it goes ahead and goes by the default?? but I noticed you keep switching on all the permissions by default, more or less, each time I switch the device I use.. Where can I access that to check what it's doing & make my choices?
... wish we wouldn't have to fill that out each time we switch devices! Didn't used to be like that. it's a hassle and shouldn't be necessary so frequently.
