Likely "grey market" licenses that were purchased in bulk by a corporation. When an IT department doesn't need all the licenses, they wind up on the grey market.

Not quite. Volume license keys generally aren't allowed to be resold. If a company gets caught selling its volume keys to third-party distributors, it could be in breach of its licensing agreement and risk having its enterprise licenses revoked. A legitimate company is unlikely to take that kind of risk.

These cheap volume keys are more likely to have been leaked, stolen, or otherwise obtained without authorization. At that point, calling them "gray market" keys is probably being too generous.

Type slmgr /xpr and press Enter.
