You detach the motor part and leave it somewhere safe and dry inside your house, and wheel the soupy mess in the drum mess somewhere outside, you hose down the inside with the blue cap off and drain the mess. It's a cleaning feature.
The dust bags? those are highly optional and just a nice to have, you don't really need to install one, you can simply have it dump the dirt into the drum.
I seriously dunno what you are talking about at all, I've had one of these for 5 years and it's awesome, have changed the dust bags multiple times when they are super full and it hasn't been an economic drain in any way, and I keep buying them as a comfort of dumping the dust bag instead of having to flip the drum over into a bin and sending all the accumulated garbage into the air.
