If you don't know you need pure isopropyl alcohol, your probably don't. For sanitizing, 70% is actually more effective because the water content allows it to sit longer on the surface of the germ cells you want to kill. Mycologists who need extreme sterility when working with mushrooms cultures under pricy flow hoods generally use 70%, for example. 91% and the cheap 70% you can get anywhere are also effective for many cleaning uses. This stuff should be reserved for things like specialized electronics cleaning and herbal extracts, where rapid and full evaporation is necessary.
