The percentage determines the length of time it lasts before the chemical breaks down and doesn't repel anymore. At 25% you get about 6 hours of active chemical. 100% gets you over 12 hours.
Lots of people think 100% repels better, but it doesn't. The larger percentage, the more oil has to be used to stick to your skin. Thats why people complain about the sticky feeling after spraying it on.
Its why the family labeled cans have less deet, so its not sticky. The dry form of Cutter and Off, uses powder as a base and it is not nearly as good as normal repellent, but it does work, although for an hour or 2 at most.
