This feels like the cost and specs of a mini PC for a device which has a built-in monitor, keyboard, etc. There is actually a good point of comparison, the Firebat F1 AliExpress deal.

Soldered memory from what I could tell, but official specs from HP list 32gb as the minimum RAM amount. Must have been special ordered to have a lousy 16gb of RAM.

hmmmmm. It's a weird config and I don't think it's touch screen. There's Elitebook x360 models that are mostly soldered ram models except for maybe the 830 x360 models but with the price of the battery I feel like there's better used deals out there.
