It used to happen to me, too. It still happens sometimes. In my case, it was because I signed in from Perks@work with the same EDU account. I guess it created a conflict and the system didn't know which discount scheme to apply, so it created a loop. I used a Chrome extension to easily clear cookies, and it worked. But next time I switched between EDU and P@W, the problem came back...
