Commonly recommended against because of its full bolster, that thick ridge of steel between the blade and the handle. It increases the difficulty of sharpening. At this price, I'd expect an HRC of 60 and up. Harder is not always better, but one of the biggest factors influencing knife price is the hardness, as harder steel is more expensive. If you get this, you're really just paying for the brand. There are better options for sub-$100 knives.
