The promotion is run by some marketing company in New Jersey called Trymark Consulting Group, L.L.C.
It seems like the promo has ended even though it says it will end in August. In the fine print it says they're going to issue 10,000 copies of RE. And only certain retailers on that page plus from Samsung directly are eligible. The promo has been going since February so they probably hit that number a while ago. Also in places like Reddit people have been saying their promo was denied. All mentions of the promo seem to be scrubbed on Samsung's site and Amazon.

Very YMMV. Horrible way for Samsung to run a promo.
Also, for the people TDing for a bad product, what's the issue? Not seeing too much problem other than what a firmware update fixed.
